In 1971 he graduated from school No. 77 in Perm and entered Perm State University. After graduating from the Faculty of Economics (1976), he worked for two years as an engineer-economist of the Perm Regional Department of Rural Construction, then entered full-time graduate school at the Research Institute of Construction Economics in Moscow, from which he also graduated, becoming a candidate of economic sciences (1981, dissertation “System transformations of the socio-economic space of problematic territories").

In the 1980s, he worked at the Faculty of Economics of PSU, including as head of the Department of Construction Economics. He was the chairman of the faculty trade union bureau. In 1988, he organized a consulting and training bureau (KUB), which based its work on the principles of a market economy. In 1992-1999 - Director of the Interindustry Institute of Regional Studies (Perm) and, at the same time, General Director of the AOZT "Association for the Promotion of Entrepreneurship Development "KUB"" (since 1995 - "Corporation "KUB""); since July 1995 - Chairman of the Board of the Association for Assistance to the Development of the Kama Region. Founder of the Interregional Fund for Political Initiatives and Technologies.

While still a student, he became interested in writing literary works, including writing short humorous stories. He has written dozens of topical feuilletons and topical satirical materials. Some of them appeared in the press in collaboration with journalists Y. Berdichevsky and S. Tupitsyn. He was published in such central publications as “Literary Gazette”, “Socialist Industry”, “Crocodile” magazine, and hosted an author’s program on Perm television.

On March 1, 1985, he married Olga Timofeeva, a foreign language teacher from Balashov.

In December 2006, he defended his doctoral dissertation at the Institute of Systems Analysis of the Russian Academy of Sciences. Received his doctorate in 2007.

Parliamentary activities

He first became a deputy in 1990 in the elections to the regional Council of People's Deputies (until 1993). He headed the standing commission and became a member of the presidium of the regional council.

Biography

Andrey Klimov is a well-known businessman, deputy of the Supreme Council of the Republic of Belarus of the 13th convocation, member of the special parliamentary Commission for the legal assessment of violations by the President of the Republic of Belarus A. Born on September 17, 1965 in Minsk. Graduated from the Lviv Fire-Technical School of the Ministry of Internal Affairs (1986). He served in the internal affairs bodies (1983-1991), was the director of a small enterprise (Minsk), chairman of the board of the Andrey Klimov and Co. joint-stock company (1991-1996).

In the mid-1990s, Andrei Klimov was one of the five most famous Belarusian entrepreneurs. Andrei Klimov headed the joint-stock company Andrei Klimov and Co., which was engaged in construction, carried out large government orders, as well as a bank and a newspaper. He was elected as a deputy of the Supreme Council of the 13th convocation (he was a member of the Commission on Economic Policy and Reforms).

Chronology of persecution
After the 1996 referendum, massive inspections of the company's business activities began. In order to find incriminating evidence, employees of the KGB, the Ministry of Internal Affairs, the Security Council of the Republic of Belarus, and the Presidential Administration were involved.

On February 11, 1998, Andrei Klimov was arrested and charged under two criminal articles: 91 part 4 of the Criminal Code of the Republic of Belarus - “theft on an especially large scale” and 151 part 2 of the Criminal Code of the Republic of Belarus - “violation of the procedure for carrying out business activities, committed by prior conspiracy” . In the pre-trial detention center, Klimov went on a hunger strike to protest against the violation of the 1994 Constitution, according to which he had the right to parliamentary immunity. In accordance with the Law of the Republic of Belarus “On the Supreme Council of the Republic of Belarus” dated December 21, 1994, Art. 106, “a deputy of the Supreme Council cannot be prosecuted, arrested, or otherwise deprived of personal freedom without the consent of the Supreme Council, except in cases of detention at the scene of a crime. A criminal case against a deputy of the Supreme Council may be initiated by the Prosecutor General with the consent of the Supreme Council, and in the period between sessions - with the consent of the Presidium of the Supreme Council.” The Supreme Council of the 13th convocation several times demanded, on the contrary, the release of deputy Klimov from illegal arrest.

Shortly before his arrest, Andrei Klimov, as a deputy, wrote and reproduced a letter of appeal to leaders of various ranks with information about violations by President Alexander Lukashenko of the Constitution and laws of the Republic of Belarus. The letter also contains a warning about responsibility and a call not to carry out the decrees of Lukashenko, who carried out a coup in November 1996. In the letter, Klimov recalled the illegitimacy of the 1996 referendum. He was arrested the day after the meeting of the commission, which announced that there were sufficient legal grounds to begin a new impeachment procedure. During the investigation, Klimov refused to testify, citing the illegality of his detention.

After a year and 5 months of investigation, the trial began in August 1999. Two more articles were added to the charges: Art. 171 of the Criminal Code of the Republic of Belarus - “official forgery” and Art. 150-2 – “extorting a loan or subsidies.” On December 13, 1999, Klimov was severely beaten and forcibly taken to the Leninsky District Court of Minsk to hear his case. A preliminary medical report from emergency doctors revealed a traumatic brain injury and abdominal trauma. On December 24, the Prosecutor's Office of the Republic of Belarus refused to initiate a criminal case on this fact.
On March 17, 2000, the court sentenced Andrei Klimov to 6 years in prison. On March 25, 2002, he was released on parole.

He was arrested for the second time in March 2005 for the “Revolution” rally before Freedom Day on Oktyabrskaya Square in Minsk. After the victory of the “orange” revolution in Ukraine, Andrei Klimov announced that the Belarusian revolution would take place on March 25, 2005. The authorities dispersed the protest rally he organized on March 25 on Oktyabrskaya Square in Minsk. On June 10, 2005, the court found Klimov guilty of organizing group actions that violate public order and sentenced him to restriction of freedom for one year and six months. Released on December 22, 2006.

Klimov was arrested for the third time on April 3, 2007 for “calls for the overthrow of the state system,” which were allegedly contained in his article published on the Charter-97 website (Article 361 of the Criminal Code of the Republic of Belarus, which was used for the first time in Belarus). The sentence was secretly passed in August 2007 by the Central Court of Minsk: 2 years of imprisonment in a maximum security colony. Journalists only learned about the verdict a month later; until now they were lied to that Klimov’s case was still under investigation. He served his sentence in the Mozyr maximum security colony. Released on February 15, 2008 according to the decree of Alexander Lukashenko.

In 1972, the parents took their son for permanent residence in the Khabarovsk Territory, settling in the village of Solnechny.

After school in 1986, Andrei Klimov became a student at the Komsomolsk-on-Amur Polytechnic Institute, which he graduated in 1993, as he interrupted his studies to serve in the Soviet army (1988-1989). The graduate became a specialist in the profession of “Mechanical Engineer”.

In 2004, Andrei Klimov received another higher education, graduating from the Moscow University of Economics, Statistics and Informatics with a degree in Economist. He also has a PhD in Economics.

LABOR ACTIVITY

He began his career immediately after college, going to work at the Aviation Plant named after. Yuri Gagarin (AZiG) for the position of engineer in the equipment and supplies department. The head of the commission created in June to protect sovereignty and combat foreign interference in the affairs of Russia, Senator from the Perm Territory Andrei Klimov, who proposed blocking foreign media broadcasting to Russia and drawing up a “black book” of interference in the affairs of the Russian Federation, is associated with companies in Cyprus and the Virgin Islands , according to an investigation by Novaya Gazeta.

As the article states, Andrei Klimov was listed as a director of a company from Cyprus when he was a State Duma deputy, which is prohibited by law.

Before becoming a State Duma deputy in 1999, Klimov was a co-owner of the KUB Corporation company from Perm. According to the law “On the status of a member of the Federation Council and the status of a deputy of the State Duma,” deputies were prohibited from engaging in entrepreneurial activities and managing commercial organizations, and if this fact had been revealed, Klimov’s powers should have been terminated early.

Klimov claims that he did not manage Bikel Enterprises: “In 1999, I wrote a document stating that I was relinquishing the leadership of any commercial organizations.”

The senator says the company was closed long ago, in the early 2000s or late 1990s, and claims the Cyprus registry is outdated.

In total, both forums cost Russian taxpayers more than 20 million rubles. In both cases, the money went to one company - the Agency for Strategic Communications Praktika. According to the Russian register of legal entities, 28% of Praktika belongs to Senator Klimov’s brother, Sergei.

Klimov himself does not see a problem with this: “Note that he wins not only these forums, he has been organizing forums and fairs around the world for 20 years. What you are talking about is less than 1%, I think, of what he does. And it is not prohibited by law." “My relatives can engage in commercial activities, which is not prohibited by law,” he adds.

Klimov claims that he does not receive any remuneration for participating in these events and goes to them at his own expense. “I don’t hold these competitions. Rossotrudnichestvo has various organizations that hold forums, not just my brother’s companies,” Klimov emphasizes.

Sergei Klimov also claims that the Praktika company wins Rossotrudnichestvo competitions thanks to its experience, and his senator brother has nothing to do with it. According to Sergei Klimov, contracts from Rossotrudnichestvo constitute “an insignificant share, less than 5% of the company’s total turnover.” Klimov owns many companies in Perm and other regions of Russia. These firms mainly specialize in organizing exhibitions and fairs, many of which are financed from the budget.

The temporary commission of the Federation Council for the protection of state sovereignty and the prevention of interference in the internal affairs of the Russian Federation, headed by Klimov, was created by a resolution of the Federation Council dated June 14, 2017. It included 10 senators representing various committees of the upper house.

Among her initiatives was a proposal to block foreign media and the creation of a “black book.” Senator Klimov regularly warns Russian citizens against the hostile policies of the West.

“What we call the “West” is waging a massive information war against us, lasting many years,” he explained to the Ura.ru agency in 2016. “This is part of a hybrid war... There is a doctrine according to which, if you remove Putin "Russia will fall apart and they will be able to somehow rule Russia."

“I will not comment on this doctrine, but within its framework, Putin, of course, is the object of such attacks. When these attacks will take place, it is not for me to judge, but the fact that any reason will be used is for sure,” the senator added.

In his opinion, the West “does not like the fact that Putin constantly wins real victories.” In addition, the senator is confident that talk of isolation is “completely untrue.”
